ACA subsidy

An ACA subsidy is a premium tax credit that lowers the monthly cost of a health plan bought on the US Health Insurance Marketplace. Eligibility and size depend on household size, income relative to the federal poverty level and the cost of plans locally. The rules have changed several times, so the current year's figures always need checking.

For an ACA campaign, the subsidy is usually the reason a caller is interested at all, and the fronter's job is to collect enough to see if they are likely to qualify.

ACA on a live call

The fronter confirms the caller's state, household size, rough annual income and whether they have coverage through work or Medicaid. Those answers decide whether the caller is worth transferring to a licensed agent who can quote marketplace plans. Most enrollment happens during Open Enrollment each fall and winter, with Special Enrollment Periods after life events such as losing a job or moving.

How it shows up in reports

Disqualification reasons on ACA campaigns are often income outside the range, existing employer coverage, or Medicaid eligibility. Track each as a separate disposition so the client can see why transfers were not made.

Common mistakes

Telling a caller their plan will be free. A fronter cannot know that, and promises like it lead to complaints and cancellations.

Using last year's income ranges after the rules changed.

Not capturing the consumer's consent clearly. Regulators have focused on agents enrolling people or switching their plans without permission, so licensed agents need clear, recorded consent before making changes.

Transferring callers who are already on Medicaid or employer coverage, which wastes licensed time.

Why the rules keep changing

Subsidy amounts and eligibility have been changed by Congress several times since the ACA took effect, and temporary expansions have been passed and allowed to lapse. Before each Open Enrollment, confirm the current rules with the client's licensed agents so the fronter script matches.
